rear of the Northern army. As the

resultobtained in the last war was

unsatisfactory, orders have been given to

the Habarovsk Committee that they should

again despatch some experienced men to

take up the work, and to bring Mukden and Harbin into direct contact with each

other.

(e) As the Authorities of the Three Eastern

Provinces are attempting to obtain

administration over the Chinese Eastern

Railway, we may concede this point, but the Russian Red Army should share thexx duty of protecting the Railway zone. This means a step to check Japanese aggression in the Chinese eyes.

China

is, of course, quite safe since she has

secured the administrative power (over the

Railway). In case of Mukden's

disapproval, internal trouble should be

stirred up there, and this would be a reasonable pretext for despatching

troops.

The following preparations will have to be made with a view to attaining the object above mentioned:-

(1) The high military officers of ? Siberia (?) will, with the consent of the Eastern military leaders, dispose the troops in the following directions:-

(a) Send reinforcements to Verchneuoinsk, Kianta,

Maimatcheu regions.

(b) Send reinforcement to Argun banks.

(c) Send reinforcement to Blagovenshensk region.

(d) Send reinforcements to those coastal provinces
